Zusammenfassung
Die nukleare Katastrophe in Fukushima hat mehr Todesfälle durch Evakuierungsmaßnahmen
gefordert als durch die ionisierende Strahlung selbst. Die Erkenntnisse haben u. a.
dazu geführt, folgendes Gebot in das Strahlenschutzkonzept aufzunehmen: Bei der Rechtfertigung
einschneidender Schutzmaßnahmen sind sowohl die strahlenbedingten gesundheitlichen
Risiken als auch die mit der Maßnahme verbundenen gesundheitlichen und gesellschaftlichen
Risiken zu berücksichtigen.
Die erfolgreiche Umsetzung von Schutzkonzepten in Ausnahmesituationen ist nur dann
möglich, wenn sie fachlich und organisatorisch gut vorbereitet, regelmäßig in realistischen
Übungen erprobt und auf Basis aktueller wissenschaftlicher Erkenntnisse fortentwickelt
werden. Die Wissensbasis in der Bevölkerung und bei zentralen Berufsgruppen in der
Medizin ist dazu erforderlich und sollte z. B. in Ausbildungskurrikula aufgenommen
werden.
Abstract
The nuclear emergency in Fukushima resulted in cases of death among the evacuated
population which exceeded the health effects caused by ionizing radiation. This experience
has been addressed in an update of the basic concepts of the radiation protection
system: the justification of severe protective measures has to take into account both
the radiological and the non-radiological consequences for public health and for the
society at large. The successful implementation of the existing protection concepts
in a nuclear/radiological emergency requires a permanent focus on all relevant aspects
during preparedness. Preparedness activities include all technical and organizational
aspects including the update of the protection system by consideration of new scientific
evidence and of experience of training and exercises. The knowledge base about health
risks of ionizing radiation in the population as well as among key members of the
medical support system is a key aspect for a successful protection in an emergency;
this aspect should be included in targeted training initiatives at all levels.
