Achievements of Saudi Arabia on the Implementation of the Convention on the Rights of Persons with Disabilities

Disability is not just a health problem. It is a complex phenomenon, reflecting the interaction between features of a person's body and features of the society in which he or she lives. In Saudi Arabia, it is one of the most imperative social and economic medical issues. It is important to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. This paper presents an analysis of the status of implementation of the convention on the rights of persons with disabilities in Saudi Arabia. The purpose of convention as follows:

  • A response to the fact that although pre-existing human rights conventions offer considerable potential to promote and protect the rights of persons with disabilities, this potential was not being tapped,

  • Persons with disabilities continued being denied their human rights and were kept on the margins of society in all parts of the world,

  • The Convention sets out the legal obligations on States to promote and protect the rights of persons with disabilities,

  • The convention gives universal recognition to the dignity of persons with disabilities,

  • To promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity,

  • The convention marks a 'paradigm shift' in attitudes and approaches to persons with disabilities,

  • Persons with disabilities are not viewed as "objects" of charity, medical treatment and social protection; rather as "subjects" with rights, who are capable of claiming those rights and making decisions for their lives based on their free and informed consent as well as being active members of society.

Before the signing of this agreement has a comprehensive system of legislation, regulations and institutions to service all types of disabilities and is renewable and scalable and Improvement. Then the Kingdom ratified the Convention on 2008. In this review we discussed about the 33 article of convention on the rights of disabled people in Saudi Arabia. The sources of legislation to systems of care for people with disabilities are

  • Sharia law (Islamic Law),

  • Statutes Governing,

  • Cabinet Ministers Orders (Disability Code),

  • Ministries agencies, institutions and government-related decisions (executive Policies and Procedures).

The review concluded that the current provisions for disabled people in Saudi Arabia and general attitudes about their issues are very different from in most of Western countries. The government and its laws do offer several services and protection concerning accessibility, accommodation and integration of people with disabilities into all sectors of life such as education, employment, transportation and medical care.
