Twinning-Projekte sind eines der Instrumente zur Umsetzung des sog. Gemeinschaftlichen Besitzstands der Europäischen Union (EU). Erfahrungen und Hintergründe aus einem solchen Twinning-Projekt mit der Republik Serbien werden im Folgenden dargestellt.
