Evaluierung von Gesundheitsprojekten in Entwicklungsländern - Beispiele für die Wahl der Ergebniskriterien

Zusammenfassung

Die vorliegende Arbeit diskutiert ein allgemeines Modell der gesundheitsökonomischen Evaluation und überträgt das Prinzip auf Gesundheitsprojekte in Entwicklungsländern. Die Evaluierung dieser Projekte spielt insbesondere in der Entwicklungshilfe eine immer größer werdende Rolle. Deshalb wurde der Autor von einem der großen deutschen Träger der Entwicklungshilfe gebeten, eine Arbeitshilfe für die gesundheitsökonomische Evaluierung und insbesondere für die Wahl der Ergebniskriterien zu erarbeiten. Zusammenfassend kann festgestellt werden, dass das allgemeine Effizienzkriterium zwar auf verschiedene Relationen zwischen den Ressourceneinsätzen (Inputs) und den Ergebnissen des Transformationsprozesses (Output, Outcome, Impact) anwendbar ist, die einzelnen Projekttypen jedoch einer genauen Definition der Ergebniskriterien bedürfen. Es werden Vorschläge unterbreitet, wie die genannten Größen für verschiedene Typen von Gesundheitsprojekten zu definieren sind, um für die Praxis der Evaluierung von Gesundheitsprojekten der Entwicklungshilfe zielführend zu sein.

Abstract

This paper develops a model of health-economic evaluation and uses it for health projects in developing countries. The evaluation of these projects earns more and more importance in developing aid. It is shown that the general criteria of efficiency can be applied to different relations between agents of production (inputs), health service outputs, health outcome and factors of general economics (impact). Suggestions are made on how to define output, outcome and impact for different types of health development projects.
