Förderung der psychischen Gesundheit und Prävention psychischer Störungen: Gibt es bevölkerungsbezogene Konzepte? Ein Blick ins Ausland

Zusammenfassung
Hintergrund: Die hohe, und weiter ansteigende Public-Health-Bedeutung psychischer Erkrankungen erfordert zunehmende Aktivität im Bereich der Förderung der psychischen Gesundheit und Prävention psychischer Erkrankungen. Auch in Deutschland ist diesbezüglich in den letzten Jahren ein wachsendes Interesse zu verzeichnen.
Fragestellung: Welche Konzepte für Programme zur Förderung der psychischen Gesundheit und Prävention auf Bevölkerungsniveau sind international vorhanden? Was kann aus diesen Beispielen für künftige deutsche Programme abgeleitet werden?
Methode: Systematische Recherche in Internet und Literaturdatenbanken. Analyse und Vergleich der so gefundenen Gesundheitsförderungs- und Präventionskonzepte im Bereich psychischer Gesundheit auf den Ebenen Ziele, Teilziele, Zielgruppen, Akteure, Settings, Ergebnis-Indikatoren und Umgang mit Evidenz
Ergebnis: England, Australien, die EU und Quebec (Kanada) verfügen über bevölkerungsweite Gesundheitsförderungs- und Präventionskonzepte im Bereich der psychischen Gesundheit. Die Konzepte weisen Überschneidungen auf, so wählen z.B. alle das Setting Arbeitsplatz und Schule oder die Zielgruppen pflegende Angehörige und Erwachsene in belastenden Lebenssituationen.
Schlussfolgerung: Konzepte zur Förderung der psychischen Gesundheit und Prävention psychischer Erkrankung sind in verschiedenen Ländern erarbeitet. Für die Gestaltung eines deutschen Programms sollten sowohl die Erfahrungen aus dem Ausland als auch die eigenen, wie z.B. aus dem deutschen Gesundheitszielprogramm oder aus Modellprojekten, genutzt werden.
Abstract
Background: The rising public health relevance of mental health requires increased activities in the field of mental health promotion and prevention. In recent times interest in this sphere increases in Germany.
Objective: Which kinds of population-based mental health promotion programmes and prevention approaches are internationally available? What can be learned from their example?
Method: Systematic search of the Internet and literature databases. Analysis and comparison of the available mental health promotion and prevention concepts with regard to targets, sub-targets, target groups, protagonists, settings, outcome indicators and evidence management.
Results: Concepts for mental health promotion and prevention programmes exist in England, Australia, the European Union and in Quebec, Canada. The concepts show similarities such as choosing similar settings like work place and schools or similar target groups like caretakers or adults in particular challenging life circumstances.
Conclusions: Concepts for population-based mental health promotion and prevention have been created in some countries. For developing such programmes in Germany one should refer to internationally available experience as well as to own gathered experiences as to own expressions gatherd pilot projects and the German Health Target Programme.
